Project Context:
Strengthening Coastal Water Infrastructure
The Illovo Water Tower, located along the KwaZulu-Natal South Coast, is a vital part of the Ethekwini Municipality’s water infrastructure. The tower ensures a steady water supply to residential areas in Illovo and Kingsway. However, due to its proximity to the coastline, the structure was exposed to aggressive salt-laden winds, leading to concrete degradation.
Recognising the need for structural reinforcement and waterproofing, Ethekwini Municipality initiated a refurbishment project in July 2023, appointing MMP Contractors as the lead contractor.
The Challenge:
Restoring Durability While Maintaining Water Supply
The refurbishment of the Illovo Water Tower presented several key challenges:
- Continuous Operation: The water tower had to remain fully operational during repairs to prevent water supply disruptions.
- Coastal Exposure: The structure faced constant deterioration from saltwater corrosion and high humidity.
- Structural Integrity: Cracks and surface damage compromised the long-term service life of the tower.
- Cost-Effective Solution: A sustainable alternative was required to avoid an expensive demolition and rebuild.

The Solution

- Penecrete Mortar: A high-strength mortar used for repairing structural damage and filling cracks.
- Seamless Repairs: Restores cracks and damaged sections for long-term durability.
- Enhanced Structural Integrity: Works alongside Penetron (Slurry) to fortify weakened areas.
- Long-Term Performance: Ensures high resistance to marine exposure and weathering.
The Penetron system provided a cost-effective and low-maintenance alternative to demolishing and rebuilding the tower, reducing project costs significantly.
The Implementation
Meeting Deadlines Without Service Interruptions
- Project Start: July 2023
- Completion: August 2023
The project was executed in carefully planned phases to ensure zero service disruptions. Special scaffolding and work platforms were designed to facilitate application while keeping the tower fully operational.
Despite the complexity of the task, the project was completed ahead of schedule, with full structural integrity restored by the end of August 2023.
